Promote the "green development" of express industry

1、 Under the concept of green development, the Express Delivery Regulations should be conducive to promoting green logistics packaging and recycling in China. The Law on the Prevention and Control of Environmental Pollution by Solid Wastes should be incorporated, and the provisions on the reduction, harmlessness, reuse and resource utilization of solid wastes should be promoted into the Regulations. It should specify that the state encourages the full recovery and reuse of express packaging, specify the pollution prevention responsibility of solid waste production users, prevent excessive packaging, and promote the greening of the packaging design source of modern logistics products. It is suggested to add in the Regulations that "the design and manufacturing of product packaging should comply with the relevant national cleaner production regulations, promote the standardization of packaging, low cost, multifunction of technology, intelligence, degradability, single material, and easy recycling of production", and "give priority to the use of materials and design schemes that are easy to be recycled, disassembled, degraded, non-toxic and low harmful". The government will give financial incentives and incentive preferential policies to the use of new materials, new technologies, new designs, new processes and new environment-friendly packaging materials for express logistics.

2、 At present, China has 800000 express electric vehicles in operation, and there are not many urban and rural express electric vehicles with "birth permit". All regions should ease and support the urban and rural logistics distribution of compliant express electric vehicles. We should refer to the relevant provisions of the Law on the Prevention and Control of Air Pollution, encourage citizens to adopt a low-carbon and frugal lifestyle, and consciously fulfill their obligations to protect the atmospheric environment. Local governments at all levels shall formulate plans, take measures, control or gradually reduce the emission of atmospheric pollutants, so as to make the atmospheric environment quality meet the specified standards and gradually improve. It is suggested that "governments at all levels should formulate policies to encourage express enterprises to use new energy vehicles" be added to the Regulations.

3、 The Regulations shall incorporate the Circular Economy Promotion Law, which states that "the State encourages and guides citizens to use express packaged renewable products to reduce the generation and emission of solid wastes", and that "urban and rural planning should reasonably arrange packaging solid waste recycling outlets and improve classified collection and recycling". The priority of environmental protection has become a green demand orientation. We should design suitable green financial products for green express, and promote the green express industry to become bigger and stronger with low financing costs. We should take the new thinking of supply side structural reform to lead the new normal of the development of the express industry, promote capacity reduction, cost reduction, and make up for weaknesses. We should support the comprehensive utilization of solid wastes in the express packaging cycle and the development of clean new energy express electric vehicles through scientific and technological innovation, government procurement, discount, green industry funds, etc., encourage the recycling of express packaging based on quality and value, and promote the circular development of the green express industry.
